A Sports photographer would be having tons of photos after a sport event is over. Mostly he will be taking the shots in burst mode. On the top of that, in order to avert issues arising out of bad focus, he will be forced to take tons and tons of photos. Later filter them out, put on the watermarks and then its being sent to the press/magazine/online media to publish.

Everyone needs to understand that this is not some art/studio based photoshoots, where the models can see the photos taken and cross verify whether there are any non acceptable photos taken. Sports photographers would roam around and would just click on every movements of the athletes. Because, if there's not a single 'worthy' and well focused image taken, the publishers might refuse to take it and the photographer might not be able to sell the photos and all his efforts would be wasted.

Among those tons of photos there are definitely going to be photos which could be 'over revealing'. But pro photographers do filter them out and gives the publishers only the 'clean' ones.

Now for the angle at which the photos are taken: a sporting arena is an area where the movement of everyone, except the athlete is very much restricted. Even a designated photographer have a very tight area to move around. If the POV from where he is taking photos would yield revealing photographs, there's nothing more the photographer can do.

So what the pro-photographers would do is, they mostly be having a long tele lens that can shoot the athletes from far away. In that manner, the athletes won't get 'distracted' by the camera. Only amateur athletes would complain that they are getting distracted by the lens, because it being a public event, definitely there's going be lenses around. I haven't heard about any pro athletes complaining about cameras recording their movements.
Next thing they would be doing is to shoot in Electronic shutter mode. In that way there would be no 'clicking' sound of the shutter heard by the athletes.

In a nutshell, we can say that the sports photographer is the final custodian of the photos taken. If he can filter out those revealing shots from the publishers and the world and keep those in his personal drive. Such a news and regulations won't have been up for the discussion in the first place.
