Let me add my experience here as someone who travels alot:
Germany:
A place known for Whaletails and one of the earliest countries to do so. The Y2K Fashion trend is also present here but rare. Shoeshops during Spring/Summer used to be a fucking gold mine. Which is why many whaletail pics out of Germany from back in the day were made in shoestores. Nowadays a good whaletail has become a rare sight but VTL's are absolutely everywhere.
Japan:
Japan had/has a huge upskirting problem for years. They even have posters on the escalators (mainly in train stations) to warn women of this and be aware. This is the reason why most women are very weary of wardrobe mishaps. They are also very much in their "modest is hottest era" which leads to them wearing clothes that cover up a lot. Sometimes even leading to them wearing basic shorts underneath skirts. Back then low rise jeans were very popular and seeing a Japanese girl with her thong out was a very common sight. Times have changed though and you're more likely to find a real unicorn there then a whaletail.

Istanbul is kinda contested depending on which burrough you're at. Western style nightclubs/bars are the best place though to spot these things.

Extremely rare here for some reason. Antwerp's nightlife might be your best bet since Brussels is basically dead. VTL's are very present though.
France:

I've been to a few of the places you mentioned, and can confirm what you said - especially about the UK. I visited London last summer, and literally the first thing I saw when I got off the train was some woman walking around with her ass hanging out of her skirt. Then as I walked around the train station, I was astounded by the amount of transparent clothing on women. I live in the US, and travel to Europe a lot. I can add some of my own findings as well.
In Italy, the women (and men) are very fashion forward, and definitely do not leave the house unless they look their best. Some cities have a phrase for this called bella figura. Depending on the location, tight fitting suit pants and lower rise european style jeans are not uncommon in the slightest. Though not common, it's not exactly rare to see a thong here and there. And when you do it's never a yucky rolled up cotton one either, it's the really nice thongs.
Czechia and Poland, probably one of the biggest gold mines when it comes to thonging around the city. The Czech girls have always been a bit more fun with what they're wearing under their jeans, but lately Poland.... oh my. There appears to be a bit of a renaissance happening in this part of Europe lately, and the women seem to be making up for lost time because they absolutely love their undies up their butt. It doesn't hurt either that their style of jeans is very whaletail friendly.
The US, Aussie land, Ireland, the UK, (probably Canada too), all of us seem to be on the same page when it comes to womens choice of underwear. Accidental whaletails almost every day I'd see one. Stores with thong panties in the window just like Italy and France. Women of all ages wearing thongs, no joke the younger chicks and the 60 year olds. Listen guys, it's an up and coming nation, beautiful country, beautiful seaside towns, beautiful women, vibrant nightlife, and thong bearing women. Additional note, this is one of those perfect places in the world where you'll see a thong on a woman that you wouldn't expect her to be wearing one.

Speaking from Brazil, as a Brazilian: I'm from a medium-sized town, but I've lived in São Paulo for quite some time. I can say that São Paulo is definitely a place for VTLs. Women in the corporate world also frequently wear very tight, light-colored pants, which favors magnificents VTLs. The gyms also drive me crazy. However, whaletails are becoming increasingly rare. In my high school days (2010s) it was more common. I think it's largely due to the decline in the use of low-rise jeans. At least in Brazil.
In my hometown, VTLs happen, but not with the same frequency of São Paulo. In general, I notice that the brazilian girls use a lot of lace thongs, like this one from Loungerie [Loungerie lace thong] and a lot of no-show seamless thongs and brazilian cut panties [Hope brazilian cut seamless panty]

Visited seven European countries in 2024 and saw a lot of VTLs and VPLs because there were a lot of girls wearing white linen trousers.
